For now, maximum file size is stored in host list as there is no api option for it, users are not
forced to update, as it is just another value in host list. Can be handy for people doing upload of
many files.

'-s' wasn't working due to forced file argument. I fixed it by removing force of 'file' argument.
When limf is used without file it makes curl-like notice about that user should read help before
using.

Use offline host lists

This option still needs the positional, required `file` argument.
The execution will stop before uploading things though.

Remove initial host list retrieval from github or local resource,
so we won't have to guess where is the host list
we have to show in `-c` help string.

Refactor host number check, help string.

add limf/hostlist.py: it only contains host list manipulation
functions.

add `-j <local host list file>` switch to select local list.
If `-j` is not used, the online list will be retrieved.
